This recruitment is restricted to current exempt employees of the City and County of San Francisco, San Francisco Unified School District, or San Francisco City College, working within the Auditor II Classification.

Job Description

This is the supervisory level classification in the Auditor series. It is distinguished from the Auditor I and Auditor II classes by the direct oversight of staff and the complexity of audits and analyses conducted for city departments and contractors.

Major, Important, and Essential Duties
  1. Audit and investigate a wide variety of programs, functions, and processes to evaluate efficiency, effectiveness, economy, and legal compliance.
  2. Research legal mandates and conduct background research to determine needs of stakeholders, assess risk areas, and identify sources of evidence.
  3. Conduct entrance and exit conferences and periodic meetings with department management to inform them of audit results.
  4. Interview department and program management and staff to obtain information.
  5. Develop audit scope and objectives, and prepare detailed audit programs, time budgets, and milestone dates.
  6. Perform fieldwork, collecting, analyzing, and documenting audit evidence.
  7. Reconstruct records and data that may have been destroyed or falsified.
  8. Review internal controls.
  9. Develop audit findings and recommendations supported by analysis.
  10. Review team members' work for completeness, technical accuracy, organization, content, tone, and grammatical accuracy.
  11. Prepare and review written audit reports that effectively communicate audit results.
  12. Prepare and present audit results at public hearings and to a variety of audiences.
  13. Provide input into annual audit work plan to identify audit risks and priorities.
  14. Receive and enter complaints for investigation from whistleblowers and hotline.
  15. Develop scope of work for and monitor consultant contracts.
  16. Audit follow-up activities.
  17. Maintain close contact with the audit director regarding project progress and problems; provide appropriate project oversight and decision-making support.
  18. Supervise, train, and evaluate Auditor I/II and clerical and/or administrative support staff; manage staff performance and encourage team members to challenge themselves.
  19. Maintain the appropriate level of confidentiality and sensitivity.
  20. Maintain professional proficiency through continuing professional education and participation in professional associations.
  21. Perform all assignments in accordance with office policies and/or Government Auditing Standards.
  22. Recommend and/or develop operational changes for the City Services Auditor division.
  23. Perform other related duties and responsibilities as assigned.
Qualifications
  1. Current Category 16, 17, or 18 Exempt Employee in Class 1686 who has worked at least 2,080 hours in class 1686.
  2. Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.
  3. Four (4) years of verifiable professional auditing or related analytical experience; strong understanding of local government operations; demonstrated expertise in government auditing standards and auditing principles and practices.
  4. Substitution: A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for one (1) year of the required experience.
